While brazing in the vertical position, why does the instructor flip the coupon? Wouldn't it be preferable to braze with the hub catching the filler metal and also potentially drawing some of the filler metal from the bottom hub towards the center even more?

When the proctor was teaching us, he absolutely instilled it into us to ALWAYS push the rod into the cup of the fitting. I see that you are not so much pushing it in as you are wiping it on.So my question is, Does it make a difference in the way you apply the rod or is it all about your heat and how you move your flame? Also, When brazing the larger sizes such as 4" and up, what is the purge set to?
Justin, thank you for the comment and sorry for the delay in responding. Great question! You are spot on, as HEAT is everything when it comes to brazing. "The filler metal is going to follow the heat". In regard to pushing the rod....the rod needs to be in contact with the base metal to transfer the metal from the rod to joint, however, there is a chance of distorting the cup or disturbing the joint, by pushing on the rod when the joint is not heated correctly. If the joint is heated correctly, the filler metal should flow smoothly into the cup, while chasing the heat. You also mentioned torch movement....yes, torch movement is important, as movement of the torch relates to heat. The settings, angle and distance of the torch along with the time the flame is allowed to stay in one position, is directly proportional to the amount of heat being applied to the joint. The joint needs to be hot enough for the metal to flow and fill the joint clearance by achieving full penetration, without overheating (eroding) the base metals. Depending on the length of the run in which you are purging, I tend to keep my purge gas at around 7-10 psi after all O2 is displaced from said pipe run.
Is 100% penetration required? It appears that he is only capping the joint and barely penetrating. I took this test 2 so far and failed due to a joint having a 3/16 void in the middle of the cup on my horizontal joint and the union testing facility refused to send it in. Is this the case or do we just cap as shown in the video
I have no idea why you would not braze vertically from the top position down if available. The joint will have full penetration and maximum filler metal. By doing it from underneath, you have a possibility of not enough filler metal applied.
For Med Gas Test certs this how you have to do it. When you get the pipe red hot and back off a bit the filler metal makes its way through the the joint everytime.
They're wanting you to prove that you can braze in difficult positions, fighting against gravity and making sure you provide enough heat for the capillary action to do its job. Soldering from top is easy, gravity pulls the solder down for you so there's less skill involved.

NITC's braze tests and procedures are designed in full compliance with the NFPA99 Healthcare Facilities Code and ASME BPV Code, Section IX, Part QB, as cited in the video. When referring to the ASME BPV Code, the "vertical upflow" position qualifies the brazer for vertical downflow. As Scott mentions in his reply, when they write the codes, the variables associated with the "manual torch brazing process" for "Brazer Performance" are considered and built into the requirements of the code. Good question! There were a couple of tips used in the video. The BTS15 (1 1/2 NPS) was brazed with a Victor® TurboTorch® Extreme™ A-32 3/4" Standard Air Acetylene Swirl Torch Tip (For Use With PLF-A5 or G-4 Torch Handle) and the BTS4 (4 NPS) was brazed with a VICTOR Heating Nozzle: MFA Series, Size 10, For Use With Acetylene. Full penetration., the joint inner side can't have gaps

He must be using 10% or higher I don't see how he is getting full penetration brazing like that
