I wouldn’t say beni is the physical embodiment of strength and I think that current manga version of both sho and shinra could easily beat him with blessings, I would say he and joker currently stand at a similar playing field in terms of overall fighting ability. Joker although weaker in fire manipulation is much more strategic
In the manga, Burns’ ability is Voltage Nova, which basically powers him up the more he fights. But it takes time for him to charge up, so against someone like Beni, who have extremely high burst damage, it would be disadvantageous for Burns because of the nature of his ability.
