GTA III got delayed because of 9/11. A lot of people during time, delayed whatever it was they were working on. If the setting was a real or fictional version of NYC, they reworked entire levels or scenes, making sure they didn't resemble the World Trade Center. Planes didn't fly too close to buildings, either. Metal Gear Solid 2 was also delayed and reworked.
Red dead redemption 2 took 8 years and GTA 5 is taking 8 years it just seems longer because they’re releasing it on multiple consoles. You have to understand that as years go on they have to make bigger and better graphics and a bigger world because as years go on the games change and it takes longer to make them so all the people that say this and talk all this crap really it’s a normal amount of time to make a game
