There's not enough room for a fish, much less a filter. There's a reason that this hasn't been done before. Although, it could hold some sea monkeys if you find a way to put in a filter.

Even for those super small fish they need 1-5 gallons each and a filter.
5 gallons at least for a small fish like a betta, 2.5 for a snail or some shrimp.
