I would assume the band owns all the copyrights. It was recorded during the "Avocado" album sessions in 2004. It was never officially released, which is why you probably can't find the copyright info. Maybe at some point the band will release it officially on a new rarities album like Lost Dogs.
PJ would easily release Lost Dogs vol. 2 with all these hidden gems

It's from the self titled album era. It was part of the early recordings...the end of 2004.
