In addition to unchecking responsive, it is best practice to check the size of your project before you cut it. The glowforge UI displays the dimensions of your project in the lowed left hand corner of the screen. If needed, you can also enter the correct dimensions there as well.
Thank you for the sanity check here. I was just going through this same problem. Why on earth they checked this "responsive" box as a default setting, and named it something without any reference to scale, I will never, ever know.
