Watched the game when Vel'koz watch picked by enemy and there was a lot of discussion regarding sniping. In some research the summoner who picked Vel had played wth Azzapp twice before, once as ally, and won, other against and lost. So he knew how good Azz was with him, and probably wanted to deny Azz and His squid, not so much sniping, imho
