You don't have to do it in any specific order and you don't have to do it in one sitting. You probably just missed one somewhere, but unfortunately since the achievement tracker doesn't tell you which burgers you're looking for, you might have to hunt for all of them again just to be safe. I recommend trying the earliest levels first. I missed the burger in the first level my first run and had to replay it to grab it. The first level Jorge and Church show up in is one I'd check too, since the burger is in the last room of the level where you grab the bombs and if you grab those before the burger the mission ends. Other than that, make sure you grab the two burgers in the open world, one in the gas station in the outskirts, and one on one of the buildings in the residential sector.
I think one of the hardest achievements to get is story victory: madness. I spent about a hour on the last stage, getting further and further by each attempt. But, when I got to the phobos, that was a real pain in the ass. Imagine playing on intel pentium silver n5000 processor laptop with minimum graphics and 640×480 resolution, just to get 40 fps in final fight. I spent about 50 tries and after the last one, I was exhausted just went to some other level to complete in madness mode just to chill, and upon completing it... I got that achievement. But I was unsatisfied. I want to earn it, not to get it by pity of some bug. So, I changed my stragegy and after 10-20 tries I was happy to finally bend hank over the tusk of parentless red hulk. God damn. I love this game.
