MINERALS: Let me clarify that Minerals dont beling to the land owner. There has been a loophole of weak laws that allowed individuals to exploit Minerals for self gain. However,post 2010,and particularly with the new Mineral Act of 2016 and accompanying regulations,the land owner only gives consent. The fees for consent shd be regulated by the MRB.
Further ,for large or strategic mineral reserves,the Gvt can compulsorily acquire the land. The land owner is NOT compensated for the Minerals.Only for land! The Minerals belong to KENYANS,NOT PRIVATE INDIVIDUALS!!
