Bing a mythical Pokémon it's not something you would always see in the anime, but rather in the movies. Arceus is considered the "god" of pokemon, created the entire verse, etc. Dialga and Palkia are the pokemon that created space and time as well. So did Mew exist before the universe/god/space/time?
