There are other problems with the guidelines... they recommend taking a persons economic situation into account before prosecuting. That is a violation of equality before the law. The whole idea of equality before the law is if the richest kiwi and the poorest kiwi both commit the safe offence, they should get the same punishment providing of course it is the first offence in both cases.

There are other problems with the guidelines... they recommend taking a persons economic situation into account before prosecuting. That is a violation of equality before the law. The whole idea of equality before the law is if the richest kiwi and the poorest kiwi both commit the safe offence, they should get the same punishment providing of course it is the first offence in both cases.
