Escalation is to be paid according to clause mentioned in the contract, sometime only cost difference is to be paid, sometime a formula is given or sometimes no escalation is to be paid..
In your case formula of basic rate diff. Shall be paid on (37-35 = Rs. 2) & + 10% (watage & CPOH), mean Rs. 2.2 paid on consumption quantity. Thats called basic rate diff. paymemts. Not escalation.

Generally it is mentioned in contract, however in maximum places office of economic advisor whole sale price index is used except Railway department.
