Withers don't spawn in snow biomes because it has something to do with the snow layers being a separate block, and withers can't spawn if there's a block below their "arms".
I think for the diamond block to neatherite it’s it needs to be a smithing table :)

The problem with the snow biome is there is snow sheets on the ground
You actually can spawn the wither, but the thin layer of snow prevents it from working.

Snow layers don't count as air, so you can't spawn a wither in a snow biome or with any non-air solid block[solid as in not water or lava or air] below the arms
there are snow layer so if u remove that u can summon the wither

Withers do spawn in the snow Biome the only problem is that under the arms of your summoning structure it has snow around it
it is because the snow that is considered as a block so the block is with the soul sand that's why it is not spawning you have to breake the block under the soul sand but if you even break the snow block it will be considered as a snow biome still
I just found out the lush cave myth on Monday. I now live there with my three sheep. The Ocelotl came around but.....they died on their first day.
If you want to spawn a wither in a snow biome remove the snow underneath the withers arms some goes for string,grass,flower and ect also some with the iron golem
