Withers don't spawn in snow biomes because it has something to do with the snow layers being a separate block, and withers can't spawn if there's a block below their "arms".

Withers do spawn in the snow Biome the only problem is that under the arms of your summoning structure it has snow around it

Ur supposed to break all the snow layers surrounding the base of the wither summoning structure
Lava bucket does work but you need to place it 1-2 blocks up before you hit the ground
Snow layers don't count as air, so you can't spawn a wither in a snow biome or with any non-air solid block[solid as in not water or lava or air] below the arms

it is because the snow that is considered as a block so the block is with the soul sand that's why it is not spawning you have to breake the block under the soul sand but if you even break the snow block it will be considered as a snow biome still
