Smart Car Parking System using Internet of Things (IoT), Arduino

The ever growing traffic congestion and uncertainty in the parking availability and payment have thus urged the need for a Smart Parking systems. A Smart parking technology that will help optimize parking space usage, improve the efficiency of the parking operations and help smoother traffic flow.
We use sensors to detect whether space is empty or occupied and smart parking technology app can help drivers locate spots.
We implemented this using Internet of Things using Arduino Concepts.

If put into practice, the smart parking lot has 500 seats, shouldn't we use 500 sensors ?, it's too expensive

imagine a scenario : - there are 4 parking slots slot 1 and slot 3 is filled , a car arrived and slot 2 is assigned to it ,a second car arrived and since slot 2 is already assigned ,the only remaining slot 4 is assigned to second car . now 1st car instead of parking in assigned slot 2 it goes to slot 4.the second car since the slot allotted is slot 4 moves towards that slot but it finds that slot 4 is filled by first car.
how can we overcome such scenarios with our parking system.

To avoid those situations we can navigate the users to their respective slots with help of maps or building a website which collects data from IoT cloud by using that website if user found a vacancy and select that parking space it directs
them to their respective parking slot
