If it's a Ukraine loan, that would require a new bill, and that would have to pass again in the senate, and then in the congress, so it's very iffy. Much quicker to get the current bill passed in Congress, since it is already passed in the Senate. So this talk of loans may be a deliberate delaying tactic. Which helps Russia.
Republicans sent a bill to the Senate, I believe it was H.R.2 October 2023 with Ukraine Aid & Border & Immigration Fixes & the Senate refused to even put it up for a vote because they didn't like the policies that secured the border & deal with immigration. What are you supposed to do when 1 side says they will sign an Aid Bill that helps a foreign Nation secure its Sovereignty but they wont do the same for the Nation they represent? Republicans are standing up for the right reasons & all this crap is on Biden who failed to prevent it & is refusing to secure America's Sovereignty. It's like Democrats are playing Politics trying to leverage Ukraine against Republicans & Trump & unfortunately its hurting Ukraine.
I often ask people what makes them think Biden can really help Ukraine's Sovereignty when he can't secure Americas? Biden is giving Aid to Iran & China while Iran sends weapons to Russia & that's happening because of executive orders Biden ended his first day in office. I know it sucks but Congress was sent to Washington to represent American Citizens & to protect America's Sovereignty & some are refusing to do that. 10 Million known Illegals since Biden took office is extremely unacceptable. America may never be Militarily Invaded but the fall of Rome is an example of how a powerful Nation is defeated from Within & its our children & grandchildren that will have to live with the consequences of our choices if we don't stand up. There's also the economic consequences of all these billions being used to aid immigrants & the way increasing the population destroys wages. There's a reason Putin Invaded Ukraine on Bidens watch in 2022 & Obamas in 2014 with a proxy. I'm all for giving Aid to Ukraine if our Representatives are doing their duties as well & that's not too much to ask.

Fund Ukraine now, right now. We are disgracing ourselves, playing games with the lives of freedom fighters.
On Afghanistan, we paid a cost of at least 2,000 billion, 2,402 American lives, and many thousands of permanently maimed soldiers, attempting to make a democracy for people who did not understand it and who mostly were unwilling to fight for it. So we can spend 60 billion, money mostly going to our own military contractors, in order to support Ukrainian men and women who are fighting alone against our second-most troublesome adversary, fighting to keep their existing democracy.
Not supporting Ukraine now is at least as stupid as our going to war in Vietnam and our invasion and occupation of Iraq.
Ukrainians do not want to fight this war. They voted for Zelensky because he campaigned on peace with Russia. Then after the war started Ukraine in april 2022 almost agreed to peace with Russia but it was vetoed by the US when Boris Johnson flew to Ukraine. We provoked the war in Ukraine, by ordering the Azov and other neo nazi troops to shell civilians in the donbass. The result is the tragic death of a half million in Ukraine. All the Ukrainians who volunteered for the army at the beginning of the war are dead. All the troops are conscripts who tried but failed to escape the draft.
Why do I want money going to military contractors?? When we got a bridge in the water, an open border, East Palestine, Maui, fentanyl crisis, migrant emergency, homeless vets, a crime wave. Fund all that, first.

Aid to Ukraine isn’t a loan. It’s to help Ukraine against the country not just killing its people but also kidnapping its children [1,2] and doing human trafficking to get more bodies to throw at it [3,4].
And aid already given has gotten results. Russia has already lost large numbers of tanks [5], planes [6] and ships [7]. I think it’s best to finish the job and send enough aid to let Ukraine win.

Border security was in the original aid plan and voted down by Trump. The majority of this aid money replenishes US military weapons since it is the stockpiled weapons that are being sent to Ukraine. The weapons being sent are already stockpiled in Europe. All that has been achieved in this delay is that there is no border security plan being passed as in the original plan. The delay was good for Russia alone.

Consider that Putin already attacked Georgia, explicitly expressed his sadness about the old countries of the Soviet Union breaking off, spent the first half-hour of his interview with Tucker Carlson making historical arguments for why Ukraine is actually Russia, etc. This also looks a lot like when WW2 was brewing up. Germany was resentful toward other countries and wanted to reclaim land. I definitely think Putin has a far back historical perspective about land and reclaiming it. Will he really attack a NATO country knowing the alliance has more conventional weapons and some of them are nuclear armed? Maybe not, but you never know. Putin might just be willing to bet that no NATO country will nuke him if he attacks a non-nuclear NATO country. He's clearly willing to take the risk of attacking a major non-NATO ally of nuclear-armed countries.
