@ Some fans are also just loud. Molex fans, for example, can't have their speed controlled and are always running at max power, and are decently loud. This is normal operation.
I work at a power plant, we are our own biggest customer. It takes roughly 15MW to run our 200MW units. Most of our equipment uses a VFD or magnetic couplers to lessen the start up current but the boiler feedwater pumps at start up will draw 1500 amps at 4160volts. That's enough to temporarily dim the lights and we can hear the inrush current from the control room two floors above.
I always wondered how much power and power plant consumes, interesting to know that. Also explains why black starting them is so hard if the grid goes down, you'd need quite a few large diesel gensets to do so.
Translation: This is an underground ventilation fan, if the fan were to stop under any circumstances, every occupant would have to be relocated to a ventilated area until the problem is fixed.

This reminds me that my dad was a chief engineer in one of the large casinos in Nevada. He said they do not like to start the chiller unless they really have to because just the startup cost them equivalent to annual home electricity cost.
