Gus subtly taunting Hector with the vegetable tray is a plausible theory, but I hesitate to claim it as fact because, as far as I know, the writers hadn’t planned the Hector-Gus flashback story until they began writing season 4. So, at that point, even they didn’t know that Gus and Hector hated each other.

It’s Breaking Bad. There’s deeper meaning to many things in the show even otherwise surface level stuff
Gus has a compost making fetish, but he feels guilty buying vegetables to put directly on his compost pile, so he goes through the process of offering them in trays first before adding them to his compost pile.
