I don't have a router table and using a hand router sounds dangerous. Sand paper it is for me unless you have any other tricks?! I'm thinking of putting the dowel in a drill or drill press and holding the sandpaper. lol - i'll let you know if I have all my fingers after.
Putting the dowel in a drill is a great idea. I do that sometimes and run against my belt sander. If you have one of those it will round over a dowel in no time with a drill. You could also tape the sand paper down to a bench and use the drill that way. Even if you hold the sandpaper you'll get decent results. Just wear gloves!

@@industrialcomfort i would have done it,but unfortunately i couldn't find a drill chuck that can hold 25mm dovels.
