Yes, there is lift for those with heavy luggage or trolley and I can see some luggage trolleys at tune hotel, so obviously no problem for stroller. It is free for access 24 hours

Yes, it is located at landside, i.e. you need to clear immigration and enter Malaysia. I believe there are a number of transit hotels in the international transit zones at KLIA T2, where you don't have to clear immigration

@@1313gurpreet depending on your nationality and whether you need a visa to enter Malaysia. The hotel is located Landside and you need to pass through immigration. If obtaining a visa is an issue for you, I believe there is another transit hotel airside in the international transit zone, which you don't have to clear immigration
