Some police departments give jurisdiction to neighboring police departments but for the most part they can pull u over even outside their jurisdiction they just have to detain you until the police within your current jurisdiction come write you the ticket so yes they can pull u over they just don't have arresting powers or ticket writing power they just detain you until police with jurisdiction comes unless they been granted jurisdictional authority by the police in that area if so they can write tickets and all as if it's their own jurisdiction.. but idk if that's the case I'm on the southeast coast of Georgia IDK exactly I'm just speaking in general
