Dynaco did not inflate its specifications. A good SCA35 (or its sister, the ST35), will put out at least 17.5 watts per channel, both channels driven, at 1% IMD (call it clipping). Something is still not up to snuff in your client’s amp. Outputs tubes test “Ok” but maybe a bit weak? Line vintage droop? High ESR in electrolytic caps? Something else?

You need some good Ditton 15XR's.
They claim 17.5 W a channel not 35 W
