The main water line is being connected to the turn off valve, then the faucet and then the rest of building. Since the flow past this point is supplying drinking water inside the building, should the rain-shine glue have been used? Typically it is used for irrigation or pool lines. The orange PVC cement is used for supply lines providing drinkable water. And the orange requires 12 hours to fully cure before the water should be turned on. Hence the popularity of PEX lines now.
You said it right. Typically it's not used but there is no rule against using it for drinking water the only rule that is stated is you cannot use it in pipes 6 in in diameter or greater and that building does have a back flow valve in the building so drinking water does not get contaminated.
Other mistake rocks next to pvc pipe can cause a leak if rocks run against pipe when walk around or next to this buried connection so close to surface.
You are right rocks can cause a water leak. That's the reason I put the green protective box around it. Also. It's right against the building in a flower bed therefore no one will be walking there!
At the meter box there is a slide repair fitting from the county. That's the reason it's able to move, And with rain or shine you do not use primer before gluing a pipe!
Agree with comments from plumber guy is wrong since used no primer before the pvc cement is put on and is pipe under floor broken since he pulled it easily to connect ball valve into pipe which should not be that free to move. Plus should put wall faucet thru wall to connect with inside pipes so can not freeze like it can outside.
In Florida we don't have that problem with price freezing and it's a common practice to put the PVC on the outside of the wall. Also with blue rain or shine PVC glue primer is not recommended.
I’m just saying a ball valve going up would have be better for cutting off and on for the customer vs a vale inside a box now she has to kneel down open a box then us force to close

On buildings in Florida we have a backflow valve connected to the inside of all commercial buildings
will it freeze in the winter time?
No we do not have a problem with pipes freezing in Florida.
