Actually majority are Ugandans, the only unfortunate thing is most of them are not clear about their source of income.
Most are owned by Ugandans actually. The few whites are visible because they love to walk/hike . As that bro said, the source of income for some of those Ugandans remain a mystery.
Ba guy, it's possible to work and prosper in this Uganda. It's not always mbu 'improper sources of money'.
