Europeans complaining about inclement weather in general can be sketchy to Americans. Where I live we get around 60in/150cm of rain a year, it regularly gets over 100F/38C in summer and 10-20F/-12 to -6C in winter. There's an area i work in where 80-100in/200-250cm of rain a year isn't unusual and other parts of my state are a desert and have even wider temperature changes of around 110F/43C in summer and around 0F/-18C in winter and this is all in 1 state of the US. Comparing even the continuous US states gets even wilder. Also the US has tons of problems but Europe's lower drinking ages don't seem like a good thing seeing as their youth drinking problem and alcoholism rates in general can be crazy. Like all of the highest per capita alcohol consumption rates are European and its similar with their alcoholism rates.

Here in Czechia, buying cigarettes is allowed from 18, but law speaks only about buying, when you already have it, it doesn't say you can't smoke it, our laws are still like from Austria-Hungary time a lot of not clear rules and holes in laws. 🙂 Gymnasium should be more "cultural" then ordinary high schools or vocative schools, but I guess people smoke even in gymnasiums. 😀 I finished high school in 2011 and I would say that smoking is not that popular anymore, young people have other things now, the biggest problem now are probably energy drinks.

There is no legal ground for forbiding something that is legal for adults completely, but can be restricted to minimize contact with minors.

That's the case in most states. Most public venues still won't serve minors alcohol though, perhaps due to insurance reasons.

Europeans complaining about inclement weather in general can be sketchy to Americans. Where I live we get around 60in/150cm of rain a year, it regularly gets over 100F/38C in summer and 10-20F/-12 to -6C in winter. There's an area i work in where 80-100in/200-250cm of rain a year isn't unusual and other parts of my state are a desert and have even wider temperature changes of around 110F/43C in summer and around 0F/-18C in winter and this is all in 1 state of the US. Comparing even the continuous US states gets even wilder.
Also the US has tons of problems but Europe's lower drinking ages don't seem like a good thing seeing as their youth drinking problem and alcoholism rates in general can be crazy. Like all of the highest per capita alcohol consumption rates are European and its similar with their alcoholism rates.

I live in Germany (Bavaria) and it's pretty normal to hear the students talking with the teachers about how they will go to the Kerwa (A festival with LOTS of beer) and how much beer they're going to drink after school. I have only tried some beer from my parents though (I was curious about the taste and I don'treally like it.).

Here in Czechia, buying cigarettes is allowed from 18, but law speaks only about buying, when you already have it, it doesn't say you can't smoke it, our laws are still like from Austria-Hungary time a lot of not clear rules and holes in laws. 🙂
Gymnasium should be more "cultural" then ordinary high schools or vocative schools, but I guess people smoke even in gymnasiums. 😀 I finished high school in 2011 and I would say that smoking is not that popular anymore, young people have other things now, the biggest problem now are probably energy drinks.

In the 'Haupt' and 'Real' school (junior high level education, the later on a higher grade) students are under the age of 18 and smoking is completely forbidden on school grounds. In a Gymnasium, as well as vocational school and other schools where students can be adults, there is a specific area where students age 18 and above as well as teachers are allowed to smoke. There is no legal ground for forbiding something that is legal for adults completely, but can be restricted to minimize contact with minors.
