Blackford was implicitly saying that the govt. shouldn't get a chance to respond to his assessment that they violated the law, and that smaller parties shouldn't get to ask their question. What he was asking for was clearly unconstitutional, and Bercow assumed that Blackford knew that and was trying to gently sit him down.

after reviewing several times, Bercow did make a mistake. he actually offered a choice to Blackburn, which he then stated what he would prefer. after stating that, the chair decided otherwise. fishy
He was offering Blackford an exit ramp, to get what he wanted without disrupting question time for the entire House. He was hoping it would be sufficient, it turned out it wasn't.

Bercow was hoping that Blackford would make the dignified and respectable choice of delaying his motion to the end of PMQs. Blackford was implicitly saying that the govt. shouldn't get a chance to respond to his assessment that they violated the law, and that smaller parties shouldn't get to ask their question. What he was asking for was clearly unconstitutional, and Bercow assumed that Blackford knew that and was trying to gently sit him down.
