Yes, otherwise you won't reach a chain over 3.74 with only Shanks.

@VoODkA63S mmh think you can change Shanks by someone giving you a better chain boost, like sanji v1 lvl 150, Shanks v2 6+ lvl 150 or king. Then change the supports (except pero and shiryu) to have an affinity boost and a chain boost on final stage.
You might have to use the +20% from sanji or the minus 20% from usopp to clear it then, not sure didn't do the math but you can try.
