Skill issue. Here's some advice: Most low to mid tier vehicles aren't stabilized. You'll see that your gun bounces up and down when you're traversing uneven terrain or going fast enough. You will miss 95% of the shots if you're on the move, so stop your vehicle first and wait until the gun stabilizes. Also use your binoculars frequently to check your surroundings. You can click while in binoculars mode to make your gun point where you're looking at, then you switch to gunner sights and fire.
