Had the same thing happen to me. & your question is right: they have a job, you need the job, but you can't get more experience because they won't hire you.....or you're OVERqualified.& then people complain that "nobody wants to work".
Yup, been there. Retired from engineering, couldn’t get job in a hardware store.
