The Weeping Angels are statues when you look at them, but when you look away, they are extremely fast and they will attack you. In the show they can either send you into the past and let you "live to death" or they just flat out kill you. The mannequins having the same power is a nod to the Doctor Who series.

Hey I have an Easter egg or glitch in Nuketown that you missed. Once you shoot off all the arms of the manicans if you go the house with the table in the upstairs common room you can stand on it and stand close to the wall leading outside and the manicans will go out on the balcony and try to attack you through the wall. They will just pile up there.
when i was attempting to do the manikin easter egg i noticed the sign with hendricks on it and i checked the other house that said corvus on it and i knew that it was a cool thing from the campaign
