Shepard's fate is quite depressing tbh
I don't think he's conscious, we don't know for sure but Eli does say when gordon gets to balck mesa east that he hasn't aged at all, if what happened in the video is real then gordon would have been on that tram for a few years, just as many years as Eli or Kliner were on earth after the cascade so if he was just stuck on the tram, waiting, and able to move around, conscious he would have aged, so Its unlikely that he was conscious. Shepard wouldn't have been either so right now he would be in a sort of limbo, kind of like when you go to sleep and you don't have a dream so that entire time just skips by in an instant to you. He's living in that time that to him will skip by in an instant. So I'd say in the end hes as concious as a person who is asleep and not dreaming. essentially meaning hes not.
