Your SEVIS fee is valid for 1 year after/from payment date. If you are reapplying within that year, then you do not need to pay again. But if the SEVIS fee is way past the valid period - you’d have to pay again.

Yes, you can use your step dad as your sponsor. As long as you let the school know he’s your step dad, and at your interview yes, you would have to proof your relationship with him, either via word of mouth or you might be asked to provide documentation (which is highly unlikely). Yes, you can. Only if you are self sponsoring (you are sponsoring yourself). However, there’s a clause.
what if i have my transcript since I've graduated do i still have to go to my school or message them for my transcript
If your school requires official transcript, then YES, you would have to reach out to your school to have it delivered to them.
