It’s a systemic problem and virtue signaling. “Look we are building a house for every man woman and child” when in reality this is endemic of an immature inexperienced economy. I used to live in a Country Garden development in Hainan , when it rained the underground carpark was live a swimming pool and there was open wiring taking on water constantly. The lifts used to fail and there were large cracks in the walls. You could literally hear everything going on above, below and to the sides. I also lived in an Agile development which wasn't as bad but it was still poor to be fair. There's so much corruption and corner cutting going on. I worked in one school that was just filthy and falling apart but it looked amazing in the promos and it was extremely expensive. Typical China, things look good on the surface but its all rotten and shoddy when you look closer.

Back in the late 90s, when buildings in SoCal were being constructed and cabled with cat 5e ethernet cable, all seemed fine. Until the buildings were occupied and the cable infrastructure began to be used. Strange errors began to show up. Packet loss, intermittent behavior, etc. The problem was eventually traced back to a couple of container loads of ethernet cable sourced from China.
To understand this properly, cat 5e cable consists of 4 strands of twisted pair solid core 24 guage copper wire. For you network nerds out there, each twisted pair has a different twist rate based on prime numbers. But that wasn't the issue. Turns out that the manufacturer shaved a few pennies off the cost by using 26 guage copper strands instead of the standard 24 guage. So this caused problems in punchdown blocks and RJ45 connectors. This also affected the transmission quality of longer runs of cable.
By the time this was discovered, miles of this crap had been installed. Pulling it where that was even possible and re-running proper cable was a costly nightmare. And all because some Chinese manufacturer made a few extra yuan by cheating on the cable spec.

Thank you for that detailed explanation. And the '90's part really rang a bell with me, cuz that's when I started learning about counterfeit bolts. Bolts of all kinds, from helo rotor pins, to bridge anchors. They'd stamp a hardness factor number on it, and it wasn't. It was always softer than what it was supposed to be. Believe me, there was a lot of nail biting and breath holding going on, as construction co's hoped they'd be dead before their projects caved in, and the lawsuits started! 😮

Imagine losing your only child because you followed the one child policy.😭Also, my friend was a professional singer in Szechuan when the quake hit. It was several days before we heard she was ok. She said there were dead all over the streets and people were sleeping outside in fear of aftershocks. The main panda reserve in Chengdu suffered pretty significant damage. Staff and volunteers had to carry the pandas out and send them to other sanctuaries while the Chengdu sanctuary was repaired. Most of the panda nanny videos come from that reserve in Chengdu. One panda did die during the quake. I lived in the northeast of China and this quake was in the southwest. My city is surrounded by mountains on three side, so a lot of us didn’t feel it. However, my best friend felt in her office on the non-mountained side of the city. People in Beijing said they felt it too. It was pretty massive and very devastating for the Szechuan area.

However , when ever I would meet the Chinese tourist I found them proud , obnoxious , demanding , overbearing , and oblivious to the effect they are having to others around them. The always appeared very self centered as they hautily threw their money around thinking I suppose that that made up for bad behavior. I do not know if that display is true for all of China , but it was my definite impressions of the Chinese tourist when coming in contact with them. The famous ""ugly American"" tourist trope has nothing to be embarrassed about when compared to the Chinese. I was not impressed by this display of Chinese "'culture"" , if it is true that this is indeed their culture. It is only what I observed from the traveling partying rich (??) Chinese tourists as they were on vacation.

Believe me, that behavior bothers some of the Chinese as well. Different parts of China have different customs. The more populous an area is, the more likely they are to be that rude tourist. I think it’s a competition thing. They don’t know how to leave it at home. The government actually published a pamphlet several years ago to give to Chinese traveling abroad because of their bad reputation. However, that was before Xi, so I don’t know if they still do it.

It isn't just mistakes from layers of subcontractors and inexperienced temp workers. A large part of it is corruption throughout China built into the culture which makes some construction companies substitute materials that aren't even designed for the job because it is a fraction of the cost and faster to use so they can pocket the money. It's the same type of things that happens with a lot of their counterfeit knock off products they sell throughout the country and worldwide for that matter. Those things use substandard materials as well since it's cheaper and faster to use but lead to products that fall apart and don't last any appreciable time.

It's not really just the greedy builders.
Say you have $1,000,000 to build a building.
The government demands bribes to get the permits, taking $150,000 just to start building. They also demand more of the money for favors to get by the inspections.
By the time you buy (fake) materials advertised by manufacturers, the end result is $400,000 of quality in a building big enough to cost $1,000,000.
That is the end result of government involvement in every aspect of life.
I lived in Africa for a while and it was similar in how a bribe was used to get paperwork, etc. done quickly.
