It’s just a basic EQ like the FL parametric EQ 2 but fabfilter also gives you the option to compress certain frequencies like a multi-band compressor. I got the full bundle but I think the Pro-Q3 is over $100 on its own. It’s not really needed, you can do the same thing on FL with the parametric eq 2 and fruity multiband compressor.
