I originally only planned the real Sword of Powers be there, but to keep consistency, I couldn't just place it in a secret room and I also couldn't just have Bell stroll in there and take it, so I made the interim choice: a replica in a secret room and the real one there only for a bad person for the taking.
It’s surely a really fun idea, but most players couldn’t notice. I could commited 10 crimes actually, but I think many watchers would feel bored if I did so.

Normally the goal is to avoid being evil (to not lose anything that the goodly paths would give), but when one wants to go evil, I think the fastest is to keep bombing the bank treasury, since it's also in winter and close to the prison. The old man in the cell gives the hint that one needs to commit more crimes and the highlighted text when Bell contemplates the real sword hints at she must not be good to take it.
