Its not a talking metronome, they are using multitracks(or something similar), which has a voice to let you know of the next section of the song.

Click tracks have been out since the 80s it was called a beat machine though. You must’ve didn’t have the fancy piece of equipment. It’s not like the crowd can hear it anyways. It’s only for your in ears and praise and worship team for guidance and tempo.
