How does FN-SCAR Work in 3D Animation

I have a few questions regarding the SCAR:
1) I saw some videos of some people shooting the scar, sometimes you need to pull the charging handle (aka bolt) and sometimes you don’t.
2) are there any situations where you need to pull the bolt?
3) can make the bolt go to the front?
