You can enter from either the Brooklyn side in the Dumbo neighborhood, or the Manhattan side between Chinatown and Wall Street directly adjacent to NYC City Hall. I'd add a little tip. If you want great photos of the Brooklyn Bridge, try walking over the Manhattan Bridge. It's a grittier experience (thanks to the chain link fence, and subway trains running alongside you) but it's a lot quieter and the views are incredible (especially where people have cut holes in the chain link!) From certain points it looks like the Statue of Liberty is stood on the Brooklyn Bridge.
