For the first three years of life, children absorb their parents’ love. Then, their education takes a leap-they are ready to produce and share their unique gifts. For a Jewish boy, this transition is marked with a haircutting ceremony-an “upsherin” (also called “upshernish” or “chalakah”)-on his third Jewish birthday. This is also the time when he begins to wear a kippah and tzitzit, the hallmarks of a Jewish male.
An important clue to the practice’s source is suggested by the fact that it was usually referred to as halaqah, from an Arabic word designating the cutting of hair. Indeed, examination of Middle Eastern folk practices reveals that offerings of hair were used for diverse religious purposes, including vicarious sacrifice, fulfillment of vows (in a manner reminiscent of the biblical nazir), or as a rite of passage. A ceremony called ‘Aqiqah is performed by many Muslims on the third, seventh or eighth day after a birth, and it is often associated with the baby naming. The ceremony normally included a ritual cutting of the infant’s first hair, alongside the offering of an animal sacrifice. Of especial relevance to our topic is the custom among Arab mothers of consecrating their children to God or to a saint in return for a safe childbirth. At some subsequent point in the lad’s life, his hair is ritually cut at a religious sanctuary or shrine as payment of the vow. Until the completion of the vow, it was forbidden to cut the child’s hair. This practice is attested among the Muslims of Safed.

The tradition of not cutting a young boys hair is not just Jewish. I have a portrait photo of my grandfather before his hair was cut, about 1900. Not only did he have long hair, he was in a lace dress. Why? Males had a higher infant mortality rate. It was thought that disguising male infants and young boys as girls would protect them from what ever took the lives of the very young boys. It was a celebration of life when the male child survived long enough for him to have his hair cut and to start wearing boys clothing.

This tradition is also in the Arabic culture, Polynesian culture, and other cultures around the world. To know more one would need to go back to ancient days in the Middle East and elsewhere. Could it be that other cultures apart from Jewish and Arabic have borrowed the culture practices?

Also, I don't know what difference you are referring to- you asked whether Jews are called after the tribe of Judah, and I answered that the term Jews came from "Judea," the area/kingdom and not the tribe. The area itself was called after the tribe.

The Jews will always be the Chosen people. God's promises are eternal. "1 What advantage, then, is there in being a Jew, or what value is there in circumcision? 2. Much in every way! First of all, the Jews have been entrusted with the very words of God. 3. What if some were unfaithful? Will their unfaithfulness nullify God’s faithfulness? 4. Not at all! Let God be true, and every human being a liar. " Romans 3: 1-4.
