I think Elizabeth's flame on her chest makes so much sense because it's near her heart which sends blood all throughout the body hence the surname Bloodflame.
I’ll be honest while I see Rias too, I also see Pyra from Xenoblade Chronicles 2 in Elizabeth, the blue flame feels like it could relate not only to the cores blades in that game have in their chest (Pyra is one of the few that has something besides the standard blue circle) but also another party blade member Brighid who is a tall sexy lady with a blue color and blue flames motif.
I saw someone saying this on Twitter that I think makes sense. They said that the blue flame on Elizabeth's chest is, in fact, where Nerrisa’s horn is. That the Justice group was who got ADVENT captured in the first place, and Elizabeth had broken and took Nerrisa’s horn for herself. What do you think?
I like this theory! It honestly makes the more sense than the other theory I saw on twitter revolving around Elizabeth having a flame to cook marshmallows...
I personally like the flame on her chest for Liz, i think a crown might be too much and would just detract from the design. (too flashy/distracting) It is generally accepted that characters have a bow, charm, gem, necklace, or some other decoration in the chest area so i think the flame fits nicely, especially with the current outfit, because Liz has such a strong personality i feel that the "higher class" and more dignified look commands respect more than anything, which is just what she needs because her voice fits with it very well. (fun fact for Liz, her flame changes sizes depending on the emotion displayed on her character's face) For Gigi, i'm still not entirely certain what they were aiming for with her costume and it just seems to be a mashup of various cute elements. Her character is based on a banana gecko i believe (hence the color), but the catlike ears on the side don't really match this design, instead it's more of a Catlike-Gura throwback for her hoodie pigtail holes, and the oversized gauntlets add a big dose of crazy to the design, which i find intriguing more than anything and is actually pretty cute. Her personality matches well with the design as she is high energy and cute and funny and a little crazy, lol. I agree with you on Cecilia, they did a great job and the eyes and i think her entire head is very good with the hair and everything, and the costume is super great too. More than anything i think i like Cecilia's personality as she isn't crude (at least not very often) but still likes to tease others from time to time, and has her own cute points, she gives me similar vibes to Ina, but she has a tendency to be more assertive, which can bite her from time to time when she makes a mistake or is wrong, it's definitely it's own form of cute or moe. For Raora i think maybe the reason you expressed dissatisfaction with her design is that it doesn't really pop out at you, when you see the other characters and their accessories they kind of just jump out at you, but the only thing that Raora has that pops out is her eyes which only occasionally glow, which is cool and everything but now that i'm thinking about it, it may have been better to give her something else that glows in addition, because although her model is easy on the eyes (color wise), it is also a little dull with nothing to pop out at you on a normal basis, for her i hope they give her something flashy like maybe some glowing earrings or a potion or amulet or something that also compliments her lore, i think the main problem for Raora seeming not to have something that the others have when it comes to design is simply the colors or accessories, so it's something they could fix down the road with a costume change i think to give her something that pops out just a little more. As for her personality she really seems to remind me of Kiara a lot honestly and I'm curious to see what happens when you put the two of them in the same room, aside from all the cat and bird jokes of course.

For Raora the shock of white in the hair is an obvious connection to her PL.
I like how Bloodflame would make you think of a dark red fire but because Elizabeth is a queen (noble) she has blue blood and therefore blue flame
