Well not really, it's actually good for recovery just not for hypertrophy, so if you wanna get stronger muscles but you don't care about gaining size and bigger muscles, then it's totally fine actually good doing cold showers/baths.
Also you can do it on a rest day or 6-8 hours after a workout. OR you can do it after heavy high stress cardio
How about a hot shower right after training and then end shower with cool rinse?
