So...not really everything you need. Because you need an electronic cutting machine. A Cricut, basically. A very expensive machine. So let's be honest, everything you need is NOT included.

Actually, you can also use something else. The only important thing is that, what should not be in contact with light, needs to be black and opaque. e.g. printing with an Inject Printer black on Screen Printing film. That is even more detailed than vinyl cutting.
