It needs to continue in some form, especially for the areas that do not have good broadband speeds or inadequate mobile phone broadband reception i.e. places like the rural idylls of Cumbria such as Ulpha, Kirkby In Furness, Grizebeck, Torver, Hawick, Broughton In Furness, Foxfield, Corney, Coniston, etc, and Freeview needs total upgrading to DVB-T2 format transmission to increase transmission space and capacity, so getting back to full 24h operation of all digital terrestrial tv services in linear form (not a few hours here and there in linear and a few hours via IPTV) and once that's done, adding new linear services with the increased DVB-T2 capacity from all transmitters.

Distributing scheduled programs through an RF signal (i.e. DTT) is much more efficient than Internet delivery, where each viewer gets their own IP packet stream which requires a lot of broadband bandwidth at the exchange. If the U.K. broadband infrastructure were upgraded to support IP multicast addresses this could change as there would then just be one stream per sceduled channel going into each exchange which would then be shared by all viewers on that exchange curently watching that channel. Such a redesign of the broadband network would be a major undertalking requiring acceptance and some sharing of resources by all the retail ISPs, so I dont't think it is likely in the near future.

For me, I personally feel the core service idea is the best option for Freeview. It'll still provide a decent variety of stuff to watch from the public service broadcasters, which are the more watched channels here in the UK, and though it isn't a lot, it still allows people something to watch in the event of an internet outage. Trust me, even though I've been watching more of Pluto TV at present (mainly for the never-ending reruns like Bangers and Cash, Abandoned Engineering or The Crystal Maze), even our internet at home has its flaws and isn't always perfect, and it mainly depends on the signal reach between rooms.

They need to switch all channels to DVB-T2 and drop the SD channels and keep the HD channels. We're still babysitting people who haven't upgraded their TVs. BBC & other PSBs have shut SD for sky, Freesat, virgin TV.
I agree to keep a minimum channel line up.
Look at freely as it is now. It's only got BBC's channels with all of ITV's channels, Channel 4 and Channel 5's channels. That should be Freeview but in HD. Then freely can have the full line up. Everyone TV that runs Freeview have never really made the service there best it could have been. The British have really bad a need of DTTV.

9:23 re Ofcom option 2; scaling back Freeview to public service channels only: _"Now this might be a good idea, reducing it to a core service"_

One of the problems with iptv is how long it sometimes takes for a daily program to appear for streaming. My big problem is with channel 4 news, which takes hours before it’s available to stream. This forces me to use freeview to record to memory stick. There’s no need for encoding to take this long. Also freeview lets me easily skip through horrible adverts. So I’ll be using freeview for as long as possible, even though I already have access to everything else.

Great upload, raising some serious future issues. Don’t know if it’s occurred to the powers that be, but a few years back, we had the small matter of a global pandemic. That required urgent public information to be dispatched to pretty much the entire population. Thankfully, almost everyone had access to media enabling people to receive such crucial information. What worries me, is this is Britain. A country run by neoliberal zealots, who know the price of everything and the value of nothing. Shortsighted and short termist by nature. We’ve seen this corner cutting and cost cutting to get blood out of a stone, and its consequences, in recent years. And I have a nasty feeling, our poltical and media class, will persist with this idea of placing all terrestrial services online. And then realise this is as counter productive, when it’s too late.

Have OFCOM not asked the ISPs for their opinions, as surely the added pressure on the data they process will be huge if everyone's TV services are going through their networks. I know CH5 didn't launch until later but there was a 5 channel option. BSB Marcopolo satellite was very powerful and covered the whole UK so the very expensive terrestrial network could have been closed. Closing the HD multiplex would be a retrograde decision particularly when other countries are upgrading to DVB-T2 or even testing 4K broadcasting using HEVC. It would be the TV equivalent of closing down FM and going back to AM! At that point, you may as well do like the Swiss and Belgians and just close down DTT there and then. The cut of revenue to Arqiva would also put pressure on radio services who would face higher costs and would likely go online only (like Irish services intend to do when FM closes). I wonder if the future isn't TV but live and on demanding streaming via platforms, live streaming done directly via the event organiser and on demand streaming by over-the-top services?
