The buildup has been for decades. We've also known for decades that if the lebanon/syria situation blows up they have enough munitions to overwhelm the Iron Dome system. Anyone who has done any cursory research into this has known it, just because mainstream media pushes agendas which don't include it in the news cycle doesn't mean it isn't happening.
