Sir in the fist question, option 4, it is stated in the 1st para that civilization- barbarism view most favourable those institutions that constrain and guide people. So option 4 says that the government should play a heavy role in maintaining law and order(government is an institution) whereas compared to option 5, I have never heard of behaviours of people in the 1st para.

The passage implies
Knowing why OTHERS think the way THEY think, enables you to understand others perspectives.
Not the other way around as mentioned in option 2
So shouldn't answer be option 1
