How to grow allamanda plant from cuttings | Allamanda Propagation

All my Alamanda plants have green bark, not brown. I wonder how long I must wait before I am able to cut some for propagating?

I was told to make the cut where the green meets the brown bark. This makes sense because that's the way it's done in most propergating.
