Thats absolutely amazing how animals react to civil defense sirens. They truely are our best friend. At least you should know, if your in trouble your dogs will alert you.
Its loud so it frightens them and it probubly hurts their ears too. But its also a good thing that their howling. Imagine it was late at night and you were fast asleep they also act as your tornado warning.
We used to have a German Shepherd named Conan who reacted the same way every time a fire engine, ambulance, or police car with siren blowing got within two blocks of our house! Man, he HATED those sirens! Even if he was inside the house, he'd go ballistic and howl like that until they drove by.
I don't think that the sound hurts them or scares them, they think the sound, especially during wind up, wind down or attack, is the sound of another dog or wolf howling. Following ancestral wolf instincts, they howl back at the sound to denote their territory.
Thats anxiety. People probably get stressed out running for shelter if were to be the real deal when this alarm goes off. Dogs remember that. They dont know if its just a test or real.
