Yes they do. My little dog hides and shakes when the siren goes off for the annual testing of it during the spring to make sure it works. The siren hurts my ears as well.

Yes. There are no tornado sirens where I live, but yes I am aware that loud noises like fireworks,sirens,etc. are louder to an animal.
