make sure you download Xampp 7.4 and not 8 (then you won't be required for 10.6.7), also struggled with that detail...

@@mitchellgoodall1303 same to me but, I solved it, try to use XAMPP Version: 8.0.28. moodle 4.1.2 dosen't support PHP 8.2 yet.
