Just bought this for my niece for her 3rd Birthday now I’m wondering who designed this and thought it was a good idea to have to lean left and right to turn the wheels instead of being able to just turn the handlebars like a normal scooter which in my opinion would be easier for a young child

The wheels twisting is the second stage. The wheels being stiff is the first stage - for safety
Does it fold? When we travel by car, how can we fold it?
